Guys like Frankie Palmer and Jorge Reyna are among the best QBs in the area. Sometimes a quarterback is a winner by leading his team and effectively managing a game (think West Covina&#8217;s George Johnson.) The player&#8217;s year in school is for 2013. You might not like the ranking of 1-15 but we listed them by yards passing, not necessarily as to who is best overall. Arcadia&#8217;s Joey Harmon (Sr.) didn&#8217;t throw a pass last year after an ACL injury in the summer. La Mirada&#8217;s Kevin Dillman had just five pass attempts as he spent the year as a backup to Gerry Myres.
