Joe\u00a0Clancy\u00a0replaced Basseuner\u00a0in the third quarter but was unable to get\u00a0the KISS going.<\/p>\n<p>J.J. Raterink, formerly of the KISS,\u00a0threw a pair of touchdown passes for Las Vegas in the first half and ran for another\u00a0to get the Outlaws off and running.<\/p>\n<p>The Outlaws,\u00a0in their first year in the league, improved\u00a0to 3-2\u00a0while the KISS fell to 0-6.
